In delivering the Baltica 2 Offshore Wind Farm project, we engage in dialogue and collaborate with local fishing communities. We ensure that fishers receive full support and clear principles for collaboration at every stage of the project’s implementation.

Transitional compensation scheme
In connection with the commencement of the construction of the Baltica 2 Offshore Wind Farm, the project investors: PGE Baltica and Ørsted, bearing in mind the highest safety standards, plan to close the area where preparatory and construction works will be carried out at sea in the period from November 2025 to December 2027.

Due to the closure of the Baltica 2 OWF area, we have prepared a transitional compensation scheme for representatives of the fisheries sector who fished in the Baltica 2 area between 2018 and 2024.
Who is the system for?
The transitional compensation scheme is intended for fishermen:
  • fishing activities in fishing squares L8, M8, N7, N8, O6, O7 and transiting to fisheries located on squares M9 and M10 from the ports from Darłowo to Łeba inclusive
  • conducting recreational fishing from the ports from Darłowo to Władysławowo inclusive and meeting specific criteria of average annual fishing activity.

  1. What is a transitional compensation scheme?

  Temporary compensation mechanism is made for fishermen during the construction of the offshore part of the Baltica 2 project.

  2. Until when does the system apply?

  By the end of 2026 or until the entry into force of national legislation. In the absence of the adoption of the applicable law, it is planned to extend the compensation system for the next year on similar terms.

  3. On what basis was the amount of compensation for Commercial Vessel Owners calculated?

  Compensation for the inability to obtain income from the investment area will be calculated based on official catch data from the register of the Fisheries Monitoring Centre for the period 2018-2024
  for each vessel separately. The largest annual catch of a vessel in the investment area during the period 2018-2024 will be considered. The catch of each fish species will be converted to a
  "common denominator", i.e. the price cod equivalent in kilograms at current market prices of fish (the table with values can be found in the Terms and Conditions document).

  Compensation for additional difficulties resulting from carrying out construction works at sea is calculated considering factors such as: increased distance to the fishery, increased wear and tear
  of the vessel, longer work of the crew, higher fuel consumption. The amount of compensation varies depending on the length range of the unit.


  4. On what basis was the amount of amounts for Owners of recreational vessels calculated?

  Compensation for owners of recreational vessels is calculated based on historical data on the activity of recreational activities and the estimated share of revenues from the OWF area and connection
  to the grid (cable route) to total revenues in a given year. The amount of compensation depends on the fishing activity. The more recorded catches per vessel, the more compensation will be granted.

  The form can be submitted in person or by proxy (with the attached document of the power of attorney).

  In the case of co-ownership of a vessel – each vessel Owner submits a form separately.

  The form should be accompanied by:
  • Special fishing authorisations for 2025 and 2026
  • a copy of the document confirming the ownership of the ship
  • certificate from the Chief Inspectorate of Maritime Fisheries (in the case of recreational vessels Owners)
  • document confirming the unit's home port (in the case of recreational vessel Owners)
  • clarifications for the category 'Other eligible for compensation'
